Cyber Ctrl PD+: Bridging the insurance gap
Many organizations face a material gap in coverage between their cyber and property insurance programs. Most cyber insurance policies exclude physical damage losses as standard, and many property insurance forms include a cyber exclusion.
TMK’s Cyber Ctrl PD+ product enhances our comprehensive Cyber Ctrl coverage with affirmative cover for physical damage and ensuing business interruption resulting from a cyber-attack, allowing organizations to bridge this gap. More specifically, ‘Cyber Acts’ that are excluded under the standard LMA 5400 Property Cyber and Data Endorsement are affirmatively covered within Cyber Ctrl PD+.
Industry exposures
In today’s connected world, most organizations rely on control system environments that interface directly with physical devices. Examples include:
Power, utility, and industrial companies reliant on SCADA systems to manage critical infrastructure
Manufacturers running distributed control systems to keep production lines moving
Healthcare providers relying on connected medical devices for patient safety and care delivery
Professional and financial services firms operating or building automation systems to maintain comfortable and safe working conditions within their office and data centre environments
Loss scenarios
Increased connectivity provides great analytical and efficiency benefits, but it also increases the exposure of physical systems to cyber risk. Potential scenarios include:
Mining Concentration Plant
A threat actor compromises the condition monitoring system of a concentration plant mill. The monitoring system relays data in real-time to an automated control system to prevent machinery breakdown.
Critical warnings related to excessive vibration are disabled by the threat actor, giving operators the false impression that the mill is running safely. Over several hours, undetected vibration accelerates fatigue in the main bearing assembly, causing the mill to abruptly seize.
The sudden stoppage results in damage to the mill shell, cracks in the foundation and collateral damage to connected conveyor systems. Production halts for weeks while the mill is repaired, resulting in a business interruption loss.
Liquid Natural Gas (LNG) Terminal
A threat actor compromises an LNG terminal’s control systems, spoofing tank sensor readings to disguise their forced continuation of LNG inflows. The threat actor also disables boil-off gas compressors and operator alarms, meaning that dangerous overpressure conditions develop undetected.
Excess vapor vents through pressure relief systems and begins accumulating around the tank farm. Operators, unaware of the actual conditions, fail to respond in time. A dense cloud of LNG vapor spreads across the site and an ignition source triggers a vapor cloud explosion. The blast wave damages pipelines, compressors, and surrounding infrastructure, ignites secondary fires, and halts production.
Supermarket Cold Storage
A threat actor compromises supermarket refrigeration monitoring and control systems. Automated refrigeration units are disabled, temperature alarms are suppressed and cooling systems are shutdown. By morning, food temperatures have risen well beyond food safety thresholds. Supermarket suffers spoilage of perishable food inventory, operational disruption as refrigerators need to be restocked and reputational damage linked to food safety concerns.
